Is CTEL-TM-SM the right certification for you?

Consider this module when your responsibility extends to the organization’s test policy, strategy, governance and long-term direction.

Use the module scope to choose what you need to improve. A module examination is one part of a wider Expert qualification. Check the completion requirements below.

When to choose another route: If your responsibilities mainly concern one project’s operational delivery, compare OTM. If people development is the main gap, compare MTT. Choose SM for organizational direction, governance and test strategy, after confirming Expert certification requirements.

The standard total duration is 135 minutes. The structure allocates a nominal 45 minutes to multiple choice and 90 minutes to essays. These are planning allocations, not a claim that separate hard timers apply. Use the official sample marking guidance to practice the essay component.

Entry requirements

For certification, ISTQB lists CTFL and Advanced Level Test Manager (CTAL-TM), a passed Expert examination, at least five years of practical testing experience and at least two years of industry experience in the Expert topic. Ask the provider how and when to submit evidence.

Also known as: CTEL TM SM, Strategic Test Management, Certified Tester Expert Level Strategic Test Management.

What the syllabus covers

Use these module study areas to organize your reading. The practice prompts are our editorial guidance. Use the official learning objectives to check the required depth.

Study area 1: Test missions, policies, strategies and goals

Translate business goals into a clear testing mission and direction. Distinguish policy, strategy and project-level instructions using one organizational example.

Study area 2: Organizational governance and arrangements

Compare organizational arrangements and governance decisions. Explain how authority, responsibilities and information support a quality decision.

Study area 3: Business cases and strategic commitment

Develop a business case that states benefits, costs and assumptions. Identify which evidence would support commitment and which would challenge the proposal.

Study area 4: Strategic improvement and stakeholder involvement

Plan a strategic improvement to test management with stakeholder involvement. Show how the proposal affects teams rather than treating the strategy document as the entire outcome.

How to prepare

The suggestions below are our editorial advice, not ISTQB requirements.

  1. Connect strategic decisions to explicit business objectives and quality risks.
  2. Compare policy, strategy and operational decisions using one organizational example.
  3. Practice presenting a business case with costs, benefits, assumptions and alternatives.
  4. Write recommendations that show how governance supports a decision rather than only adding approval steps.

Try this study exercise

A fictional company has acquired another product team. Draft a test-management strategy that identifies shared goals, necessary common policies and areas where teams may keep different practices. Propose a governance approach and meaningful measures. Explain how you would gain commitment and evaluate whether standardization improves outcomes rather than only producing identical documents.

For the essay component, practice writing a structured response: the problem, relevant evidence, alternatives, your recommendation and its limitations. Review the reasoning against the official sample marking guidance, not simply the length of the answer.

A study plan with milestones

Use four passes through the material rather than a guaranteed number of weeks. The pace depends on your experience and available study time. This plan is our editorial recommendation, not an official course duration.

PassFocusEvidence of progress
1. OrientRead the learning objectives and Test missions, policies, strategies and goals, Organizational governance and arrangementsA chapter map with terms you can explain and objectives you cannot yet demonstrate.
2. ApplyBusiness cases and strategic commitment, Strategic improvement and stakeholder involvementAn organizational test-management strategy and business case with responsibilities, governance, measures and a defensible approach to gaining commitment.
3. DiagnoseTake the matching official sample without looking at the answersAn error log separating missing knowledge, reasoning mistakes and rushed reading.
4. ConsolidateRework weak objectives and repeat the relevant exercisesA reasoned explanation of corrected answers, plus a confirmed exam version and booking checklist.
Adjust the sequence and time using your error log. A practice result does not guarantee an exam result.

For each uncertain answer, record the learning objective, why your choice seemed plausible, the official explanation and the example you will use to check your understanding again. Revisit guesses even when they happened to be correct.

Use the official sample exams

Take one sample under timed conditions before you open the answers, then review every guess as well as every wrong answer. Our sample exam guide shows how to turn a practice score into a study plan.

Before you book

Confirm the exam version, language and your eligibility with the provider before you pay. Use our booking checklist, the USA and India guides, and the exam day checklist.

Common questions

Does SM alone award full CTEL-TM?

No. Full Expert Test Management requires SM, Operational Test Management and Managing the Test Team, each separately examined.

Should a strategy essay list every testing practice?

No. Select what fits the scenario and explain the relationship to goals, risks and constraints. Coverage of irrelevant practices can weaken a recommendation instead of demonstrating expertise.

How does strategy differ from an operational test plan?

Use strategy to explain direction and important choices across the organization or context. Use operational planning to translate those choices into managed delivery work. State the scope of your answer clearly.

Does passing establish that I have executive authority?

No. A qualification does not assign an organizational role. Use study to strengthen reasoning and communication within your actual responsibilities.

Does the Expert certificate expire?

The official module page lists seven years of validity. Confirm extension or recertification arrangements with the issuing body. See the official extension policy in the sources below.
